How to insulate a flat roof

A poorly insulated flat roof leaks heat from the top of the house and can cause condensation problems that rot the roof deck from the inside. Getting the insulation right - choosing the correct method and achieving the U-value building regulations require - makes the difference between a roof that works and one that causes ongoing trouble.

1. Understand the two main approaches

Flat roof insulation comes down to two methods: warm deck and cold deck. In a warm deck, the insulation sits on top of the structural deck, with the waterproofing layer on top of that. The deck stays warm - above the dew point - so condensation doesn’t form within the structure. It’s the approach recommended for most new work and re-roofing projects in the UK.

In a cold deck, insulation goes between the joists below the deck, with a ventilated void above. This was common in older construction but causes persistent condensation problems if the ventilation isn’t right. If you’re retrofitting insulation to an existing flat roof, a warm deck conversion is nearly always the better option.

2. Check what building regulations require

Any flat roof insulation work on a habitable space in England and Wales needs to meet Part L of the building regulations, which sets a maximum U-value of 0.18 W/m²K for a new or replacement flat roof. This determines the thickness of insulation you need depending on the product you choose.

For most rigid insulation boards - PIR (polyisocyanurate) foam being the most common - you’ll be looking at around 120 to 150mm of insulation to achieve 0.18. Always check the manufacturer’s data sheet for the specific lambda value and calculate the required thickness for your product. A local building control officer can advise if you’re unsure.

3. Prepare the existing deck

Before any insulation goes down, the existing deck needs to be sound and dry. Check for any soft spots or rot - press down firmly across the whole surface. Any soft areas need cutting out and replacing with new marine plywood or OSB. Fix any loose boards and punch any raised nail heads flush.

If the existing surface has an old felt covering, you may be able to insulate over it (the warm deck method allows this) provided it’s in reasonable condition and lying flat. Blistered or badly degraded felt is best stripped back to the deck. Work on a dry day and cover the area if rain is coming in - wet deck is a problem that follows you through the whole job.

4. Lay a vapour control layer

On a warm deck, a vapour control layer (VCL) goes directly on top of the deck before the insulation. It slows the movement of water vapour from inside the building upward into the roof structure. Without it, vapour migrates through and condenses at the cold interfaces within the build-up.

Use a foil-faced VCL or a self-adhesive bitumen membrane. Lap the sheets by at least 150mm and tape all the laps. Take the VCL up the upstands at the edges so there’s no cold bridge at the perimeter. Get this layer right and you avoid the condensation problems that plague badly designed flat roofs.

5. Lay the rigid insulation boards

PIR boards come in a range of thicknesses. Lay them in two layers if the total depth requires it - two layers of 75mm rather than one of 150mm, for example. Staggering the joints between the two layers means there are no continuous cold bridges running through the insulation.

Butt the boards tightly together. Any gaps are thermal bridges. On the second layer, offset the boards by at least half a board width from the first. The boards are light and easy to cut with a handsaw or sharp knife - score and snap is fine for straight cuts. Fix them temporarily with roofing nails or insulation fixings if needed to stop them shifting before the waterproofing goes over.

6. Install the waterproofing layer

The waterproofing goes directly onto the top of the insulation in a warm deck build-up. The most common options are torch-on felt (two or three layers), a single-ply membrane (TPO or EPDM), or a fibreglass GRP system. Each has different installation requirements and working temperatures.

Torch-on felt is the traditional UK approach and still widely used, but it requires a gas torch and some experience to get the laps and upstands right. Single-ply membranes are quicker but need proper termination bars and adhesives. GRP gives a seamless finish that’s good around outlets and upstands. Any of these is beyond most DIY budgets for a large area - it’s the bit where getting a roofer in usually makes sense.

7. Finish the upstands and edges

The edges of the insulation need proper detailing. At a parapet wall, the insulation and waterproofing turn up at least 150mm to form an upstand, and the top of the upstand is capped with lead flashing or a matching waterproof strip. At a fascia edge, a timber edge trim is fixed to carry the waterproofing over the edge and turn it down neatly.

Outlets, pipes, and rooflights all need individual detailing. This is where flat roofs fail most often - not in the field of the roof but at the edges and penetrations where water finds a way under poorly dressed joints. Take the time to get each one right. A well-dressed upstand takes an extra twenty minutes; tracking down a leak two years later takes considerably longer.

When to call a handyman

The preparation work - checking the deck, replacing soft boards, and laying the VCL and insulation boards - is within a capable DIYer’s reach. Where it makes sense to bring Richard in is when the deck needs structural repairs, or when the waterproofing stage needs professional installation.
