This walk-through draws on the popular video "HOW TO CONVERT A GARAGE INTO A ROOM, CONVERSION WITH BIFOLD DOORS - DIY SAVED £12,000", which documents a real UK garage conversion from bare concrete through to a finished room. The section on insulating the floor is particularly useful - most people focus on the walls and ceiling and then wonder why the room still feels cold underfoot in winter.
1. Check whether you need planning permission
Most single-storey attached garage conversions in England fall under permitted development, meaning no planning application is needed. However, this depends on whether you are in a conservation area, whether the property is listed, or whether previous permitted development rights have been removed by a condition on your original planning consent.
Check with your local planning authority before starting. It takes a phone call or a quick online search. Getting it wrong means you may have to reverse the work. That said, a genuine conversation with the council usually clarifies things quickly, and most straightforward domestic conversions go through with no fuss.
2. Notify Building Control
Even if you do not need planning permission, a garage conversion that creates a habitable room must comply with Building Regulations in England and Wales. You need to submit a Building Regulations application - either a Full Plans submission (plans checked before work begins) or a Building Notice (work starts without pre-approval, but an inspector visits during the build).
Building Control covers structural elements, insulation standards, fire escape, ventilation, and electrics. Do not skip this. A garage conversion without Building Regs sign-off can cause serious problems when you come to sell the property.
3. Treat the floor for damp before anything else
Garage concrete floors are rarely damp-proofed to habitable room standard. Before any insulation or flooring goes down, apply a damp-proof membrane - either a liquid-applied DPM brushed onto the slab, or a heavy-duty polythene sheet laid across the entire floor with lapped and taped joints.
This is the step that catches people out. The floor looks dry. It probably is dry - most of the time. But without a proper DPM, you will get moisture wicking up through the slab in cold or wet weather, and no amount of floor insulation will stop it.
4. Insulate the floor
Over the DPM, lay 75 mm or 100 mm rigid insulation boards (PIR foam is the most common choice). Cover these with a floating floor deck - tongue-and-groove chipboard is standard - or screed over them if you want a tile finish. Fix the deck boards together but do not fix them to the slab; leave a 10 mm expansion gap around the perimeter.
5. Insulate the walls
If the garage walls are single-skin masonry (which most integral garages in the UK are), you have two options: fix insulated plasterboard directly to the wall with dabs of adhesive (dot-and-dab method), or build a slim timber stud wall inside the masonry and fill it with mineral wool batts before plasterboarding.
The stud wall method gives better thermal performance and hides pipework and cables neatly. The dot-and-dab method loses less floor area. Either works. The current Building Regs minimum for walls in a heated room is a U-value of 0.28 W/m²K - your insulation board or mineral wool specification needs to achieve this.
6. Insulate and line the ceiling
If there is a room above, the existing ceiling construction may already be adequate. If the garage roof is the ceiling, you need to insulate between or below the rafters. For a flat roof or concrete ceiling, rigid PIR boards fixed directly to the underside work well, followed by plasterboard on top.
Ceiling insulation often has the biggest impact on comfort. Heat rises, and a poorly insulated roof will drain warmth out of the room faster than the boiler can put it in.
7. Block up or replace the garage door opening
The front of a garage is typically the weakest point thermally. You have three broad options: brick or block up the opening entirely and add a window; fit a new insulated personnel door with or without sidelights; or - as the video above shows - install bifold or sliding doors for a light, open feel that works beautifully if the garage faces a garden.
Whatever you choose, the new element must meet current thermal and structural requirements. A new window or door in a habitable room must be FENSA-registered or covered by your Building Regs application.
8. Sort the heating, ventilation, and electrics
A habitable room needs adequate heating. Extending the central heating is the cleanest solution; an electric panel heater or infrared panel is an alternative if pipework is impractical. Ventilation must meet Part F of Building Regs - typically a trickle vent in any new window plus background ventilation from opening windows.
All new electrical work must comply with Part P. In a conversion, this usually means a qualified electrician signs off the installation, or you use a registered competent person scheme. The electrics in a garage conversion are often more involved than people expect - new consumer unit circuits, smoke alarms, lighting - so budget for this properly.
When to call a handyman
A garage conversion involves structural work, insulation, plumbing, electrics, and finishing trades. Some of it is well within competent DIY. Some of it must be done by qualified people.
